Because Ebbie was terrorized by the dogs and injured by them Sandy put up latice fence so that her dogs when outside could not stick their noses through the fencing.  Her dogs would never hurt Ebbie but that poor piggy doesn't know that and Ebbie must be made to feel totally secure.
