Does Ugobe Pleo actually need an ID card?

I'm trying to buy a gently used one for my nieces and nephews and the one I'm looking at doesn't have the id card.. will that cause issues?  I want to fix it back to a baby before giving it to them.  Teach the little buggers patience :D
