Pawn for pleo is only different in the symbol table

I compared 2 pawn binaries - one from pawncc.exe included in the PDK, one from the standard upstream pawncc and looked at the differences - it seems there's the same standard header, same kind of bytecode, same everything essentially - only difference is the upstream pawncc can't generate pleo binaries due to missing symbols.

Now, i'm guessing TARGET_PLEO should be set to 100 (based on all those TARGET=100 bits in .upf files), the only problem remaining is the standard pawncc likes to use its own include files which clash with the PDK includes.

This means it should be possible to build an "Open PDK" :)
