It's a Styracosaurus Albertensis, a relatively small North American ceratopsian from the late Cretaceous. It used its horns for defense, but the frill had major holes in it where skin stretched through. This enabled carnivores to bite it easily, so the frill could not have been used for-- *gets whisked away by bored people*
