Baby Ruth tail area

Here next to clothes, is her tail with paint comming off, or skin lifting, If it was just the tail area. I would not mind, but the face is the worst spot imaginable, Even the neck I could live with. Is this common, for face paint to come off of Pleo rb, when the paint on an older Ugobe is perfect or near perfect? Just seems strange to me. I paid good money and thought the paint was improved.. the only paint improvement I can see, is better color schemes, but not the actual quality of the paint. It does not appear to be "longer wearing or longer lasting".
