Pleo RBs do need a very large amount of light to be happy, I would try downloading the "scared of the dark" patch to prevent the Pleo from showing scared of the dark behaviors before giving up on it, but I have never seen a Pleo RB that always goes to sleep after only a minute or so and this does look like it could be a problem. It's possible the noon clock isn't functioning correctly and always tells the Pleo that it's night time.
It's hard to tell from the video, but it does look like there could be something wrong with the front left leg. Loose wires at the hip and knee potentiometers are very common in Pleo RBs and will prevent movement at the effected joint, but should not cause the shutting down issues you're experiencing here and is likely not the source of the issue. Loose wires can be fixed relatively easily with a soldering iron, but if the Pleo is new and also experiencing other issues, I would probably opt for a return.
