Ok, here goes:

To make these:

You need:
Two sheets of felt (they are general about the size of standard printer paper).
One sheet of 'sticky' felt, thats felt that has a special glue on one side.
Some craft wire, it needs to be fairly sturdy so the thin stuff won't do, an old coat hanger works well but are tough to bend.
A strip of ribbon, about an inch wide and long enough to tie around your Pleo's belly.
Scissors, pen/marker, paper/cardboard.

First of all you need to lay out your piece of paper or cardboard ready to draw on, the paper should be the same size, or close to the same size as your felt. Cardboard is easier. Decide on the shape of your wings and draw one wing only onto the paper/cardboard. I use the design below:

Once you are happy with your base design, you can add the highlights, I do pretty simple wing markings but you can make them as complicated as you feel you can handle.

The next step is to cut out the template, don't cut out the highlights yet. Place the template on one of your two sheets of felt, not the sticky stuff, and draw around it onto the felt. Then on the other piece of felt do the same thing BUT make sure you turn the template over ;) That way you get a left and a right wing.

Cut out your pretty wings and place them to the side.

Next take that template of yours and cut out your highlights, use those pieces to mark out all the highlights onto your sticky felt and cut them out, they will stick right onto your wings! (But don't do that yet). Again DONT FORGET to turn the templates over so you get left and right highlights!

Sit out your wings so that one is pointing left, and the other is pointing right, they should overlap a bit in the middle.

Grab your wire and cut off a piece and make a U piece that will provide the support for the wings and hold it up. Just like the dotted line below. Hold that in place with some of the leftover sticky felt.

Now you can stick on those sticky felt highlights, And stick on your ribbon, you could also pin the ribbon on with a safety pin. Remember the ribbon goes on the OPPOSITE side to the highlights ;)

You can now put the wings on your Pleo and enjoy.

I know this was posted a couple of weeks ago, but I haven't seen it until now. IMR, thank you so much for sharing your secrets  :P. I'll have to make a pair of wings for Chloe! Ooh, I could also adapt the pattern to maybe make angel wings or Christmas. Oh! I could buy some fake feathers too!

You can make lots of cool things out of a bit of felt ;) Capes, dresses, wings, costumes... It easy to work with.
