It restarts the pleo's operating system.  It's like hitting the reset on your computer, phone , or tablet.  The pleo forgets everything it's in the middle of doing, all activity and conditions are lost, but it retains all the information stored in it's personality file.  That way, if some movement script or behavior gets messed up, this wipes that out of the pleo's system.  It's similar to pulling the battery out of your pleo while it's still running.
